IMHO if author won't agree to implement his modification to main game, then we should accept his decision and let him develop mod in his own pace.
I believe it can be circumvented with proper note in ToS, something like "We reserve right to use, modify and publish any content that requires game to function, including programs, maps and mods". Don't quote me on that though.
But I think you should first concentrate on defining your expansion pack, not creating dedicated community for it.
I see no reason why good expansion pack should not be included in the game. This happens sometimes, even with commercial games. Some mods for POSTAL 2 later became part of it in Steam release.
We'll need better addons/mods configuration options in future, duplicated files or files that match only for specific level pack might be problem.
Some features from mods might be implemented to game, some that won't be merged might be still described on main page.
If any of the "expansion pack" (levels, mods) will be good enough, then we'll probably make division of our download page on main colobot.info website for most remarkable creations, but this is not our main goal now. If there will be specific "expansion packs" like a reasonable pull requests with some new features for the game's engine etc, so of course we'll be thinking about adding them as official part of the game.
