Although your GPU should easily support newer OpenGL versions, but this might require to install GPU manufacturer drivers (Intel in your case), poor OpenGL support is usually a thing in Microsoft GPU drivers.
https://downloadcenter.intel.com/product...phics-3000 There are drivers for your GPU to Windows 7 and 8, unfortunately there are no official drivers to Windows 10, yet sometimes it's possible to install drivers from older Windows version.
